Define 'Rush Cuffing': Taking the fastest possible path to the target with the intent to taser and cuff as quickly as possible, whether or not it is safe, realistic, or fair, with little or no chance for the target to respond.

Killing another player without a reason very firmly grounded in the context of the roleplaying going on.
Define 'Revenge-Killing':
Killing another player after being the victim of a deathmatch, or for revenge after ending up dead or even just faring poorly during a roleplay session.
The bank is being robbed. You run up, pistol drawn, only for three armed, masked men to walk out, with AK47's pointed at you. They don't shoot yet. What do you do?:
I take cover, while yelling for them to drop their weapons and surrender, as well as instructing any passers by to leave the area. If other officers have not yet responded, I request backup on the radio. If fired upon, or if I judge that I will be fired upon, I will shoot to defend my life, as well as the public and my fellow officers. If the situation remains a standoff, I obey the orders the captain sees fit to give, whatever they may be.
